Information Guide for Obtaining a U.S. Passport

In Ohio, the Clerk of the Court of Common Pleas has been authorized by the U.S. State Department to accept passport applications.

Where to Apply in Warren County

The Office of Warren County Clerk of Courts James L. Spaeth processes passport applications at three locations.

No appointment is needed. All offices open:Monday-Friday, 8:00 am to 5:00 pm
Saturday, 8:00 am to 12 noon
You are asked to arrive at least a half hour before closing since the process can be time consuming.

What to bring with you

  1. Proof of U.S. Citizenship - Submit a previous U.S. passport or a certified birth certificate.
  2. Proof of identity
    1. A previous U.S. passport
    2. A valid drivers license
    3. A valid military I.D. card
    4. A valid state I.D. card
  3. Two photographs
    • Two photographs are required which must have been taken within the last six months. They must be identical, be 2” x 2” and in color. The photographs must be full frontal or whole-face view of the face with a white or off-white background. Vending machine photos are not acceptable.
    • You may supply your own photos as long as they meet the specified requirements. The Clerk of Courts also offers a passport photo service for $10 (includes sales tax) per set of photos. The Clerk of Courts is the only person locally who is authorized to accept passport applications and who also offers passport photo service.

Passport Processing Time**

Allow at least 25-30 business days from the time you submit an application to the time you receive your passport.

Please try to allow beyond the maximum time frame noted here to help assure your passport will be delivered well in advance of your travel plans.

Expedited Passport Applications**

If you are leaving on an emergency trip, typically within ten (10) working days, apply in person to the nearest regional passport agency and present your tickets or your travel itinerary from an airline, as well as the other required items. The agencies closest to Warren County are located in Chicago, Illinois and Detroit Michigan and you will need an appointment.

You may also apply at the Title Office for an expedited passport. An expedited passport is currently being processed by the U.S. Passport Agency within fifteen (15) business days after receipt. There is an additional $60 required for this expedited passport processing. The applicant is also responsible for the Express Mail (overnight) postage fees if you choose to use this method. Fees for the Express Mail to the Passport Agency are $22.90 payable to the Clerk of Courts and fees for the Express Mail return of your new passport are $20.66 payable to the U.S. Department of State.

If you are an adult, getting a passport photo at the Clerk’s Title Office, expediting for delivery within 15 days and opting to use Express Mail to both send your application to the Passport Agency (PPA) and to receive your new passport, the following fees apply:
