Judges

Judge Gary A. Loxley
Administrative Judge

Judge Loxley has served as a judge on the Warren County Court since May 2013. A native of Greenville, Ohio, Judge Loxley began his legal career as an officer in the United States Army Judge Advocate General’s Corps in 1988. From 1996-98 and 2002-13, he served as an Assistant Prosecuting Attorney in the Warren County Prosecutor’s Office. He engaged in the private practice of law in Dayton from 1998-2002.

In 2018, Judge Loxley retired as a Colonel from the United States Army Reserve Judge Advocate General’s Corps. During his 36 years in the Army, he served in many leadership and command assignments, including service as a Military Judge in the United States Army’s 1st and 2nd Judicial Circuits.

Judge Loxley is active in several local, state, and national organizations, especially veterans interest groups. In 2015, he established the Warren County Veterans Court and serves as its Presiding Judge. He is a life member of the Reserve Organization of America (ROA), and currently serves as the President of the Department of Ohio and President of Chapter 16 (Dayton) of ROA. He is the current Co-Chairman of the Veterans Courts and Military Affairs Subcommittee of the Ohio Attorney General’s Task Force on Criminal Justice and Mental Illness. He is a member of the American Legion where he served for 10 years as Adjutant of Post 805 (Springboro), and he is a former Member of the Board of Directors for Operation Legal Help Ohio. The Chief Justice of the Ohio Supreme Court has appointed Judge Loxley to serve as a mentor judge, and as a visiting judge in municipal courts in Butler, Montgomery, and Greene Counties. He is past President of the Warren County Bar Association. As a result of his many contributions to the civilian community after his military service, Judge Loxley was inducted into the Ohio Veterans Hall of Fame, Class of 2021.

Judge Loxley is a member of the Warren County and Ohio State Bar Associations, Association of Municipal and County Judges of Ohio, and the Ohio Judicial Conference. He is admitted to practice before the Ohio Supreme Court, the United States District Court for the Southern District of Ohio, the United States Court of Appeals for the Sixth Circuit, the United States Army Court of Criminal Appeals, the United States Court of Appeals for the Armed Forces, and the United States Supreme Court.

Judge Loxley and his wife Jennie are the parents of four grown children and have five grandchildren.

Judge Robert S. Fischer

Judge Fischer was appointed to the Warren County Court by Governor John Kasich on March 21, 2014. Judge Fischer is a graduate of Frostburg State University, Frostburg, Maryland, and Emory University School of Law, Atlanta, Georgia. Judge Fischer began his legal career in 1996, serving as an associate with Kirby & Roberts in LaGrange, Georgia. Judge Fischer moved to Ohio in 1999 to start the law firm of Sams Fischer, LLC.

In his private practice, Judge Fischer served as an assistant prosecutor in Mason, Ohio, and has handled all levels of Criminal Defense, from misdemeanors to capital murder, in addition to a variety of civil cases and domestic relations matters. Since 2010, Judge Fischer has taught Criminal Defense at Miami University – Hamilton. Cincy Magazine has recognized Judge Fischer as one of Cincinnati’s Leading Lawyers in 2011, 2012, 2013 and 2014.

Judge Fischer is admitted to practice law in Ohio and Georgia, is a member of the Bar of the Federal District Court, Southern District of Ohio and Southern District of Indiana, a member of the Ohio State Bar Association, Warren County Bar Association and State Bar of Georgia.

Judge Fischer has served as President of the Kiwanis Club of Mason and the Union Centre Boulevard Merchant’s Association. Through Kiwanis, Judge Fischer helped to resurrect the Ohio Reads Program in the Western Row Elementary School, tutoring Third Graders in the Mason School District.

James L. (Jim) Spaeth is currently serving his fifth term as Warren County Clerk of Courts. He is a graduate of Mason High School, served 4 years in the U.S. Navy during the Vietnam Era, trained as a Serbo-Croatian linguist, and worked in the Naval Security Group and American Forces Radio-Rota, Spain.

Prior to his tenure as Clerk of Courts, Jim worked almost 16 years for Mercury Instruments in Fairfax in various activities, including quality control, marketing and training. His work there helped him more fully appreciate the importance of Customer Service, which remains with him in his public capacity.

Jim’s public service career began as a Deerfield Township Trustee. He was elected to four terms and served in that capacity until becoming Clerk of Courts. Other activities included serving as a member of the Warren County Regional Planning Commission and Warren County Health Advisory Board.

He is a Past President of the Ohio Clerk of Courts Association (2004) and now serves on the association’s Certificate of Title Committee.

Jim and his wife have two daughters and are owners of Tucker’s Whippy Dip in Mason. Prior to becoming Clerk of Courts, Jim enjoyed hosting weekend radio shows for B105 (WUBE-FM) for 16 years. He is a member/elder at Heritage Presbyterian Church, President of the Mason-Deerfield Fire Auxiliary, a member of the American Legion, a former trustee of Mishpachah, Inc. (a non-profit, Christian teenage musical-drama group) and a past President of the Mason Jaycees.
