Tier II Reporting

Annual chemical inventories for the preceding calendar year must be filed on March 1st of each year according to Ohio Revised Code 3750.08. This includes inventories for all substances exceeding 10,000 pounds at any time that are classified as hazardous under the OSHA Hazard Communication Standard as well as, Extremely Hazardous Substances that exceed listed thresholds.

Tier II Reporting Flowchart

These inventories must be forwarded to:

  1. Warren County LEPC via E-Plan or email the LEPC Chairman
  2. Ohio State Emergency Response Commissions (SERC) via Tier2 Submit or email SERC@epa.ohio.gov
  3. Local Fire Department via email or paper copy. Contact Fire Department to see which format they will accept.

Warren County LEPC strongly encourages using E-Plan and Tier2 Submit. Both software are free and easy to use. Facilities can upload the .t2s or .zip file(s) to both programs.

Fee for Filing Annual Chemical Inventories

Fees for filing annual chemical inventories are due to the Ohio State Emergency Response Commission on March 30th of year.
