What are the eligibility criteria for this program?

Must be a Kinship Caregiver,

Eligibility is based on the income of the Kinship Caregiver and cannot 200% of the Federal Poverty Level,

Must be employed full-time or part-time,

Must be enrolled in school full-time or part-time,
-
Participating in an Ohio Works First or Supplemental Nutrition Assistance Program Work Activity Program,

The minor child for who the Kinship Caregiver is caring for must be under the age of 13 at the time of application and may remain eligible until they turn 13; or be age 18 at the time of application if the child meets the definition of special needs pursuant to rule 5101:2-16-01.
How to do I apply?

You will complete the JFS PRC Application located on our website

Select the box for Kinship Caregiver Child Care Program Tier II,

Submit the application to Warren County Job and Family Services, Division of Human Services either via mail, fax, email, or in person.

The agency has 10 days from the date of application to complete the eligibility process.
What should I have prepared prior to applying for assistance?

Please have an idea of what child care facility or provider you would like to utilize and contact that provider to verify they have available space.

If you are unsure who to utilize as a provider, we can let you know what providers we are currently working with.

If you select a provider that we are not already working with, we will require the provider to complete all appropriate vendor paperwork which could delay the process.
How do I know if I have been approved your denied?

You will receive a letter in the mail to notify you if you have been approved or denied for the program.
Who is considered a Kinship Caregiver?
Ohio Revised Code 5101.85 defines a Kinship Caregiver
The following individuals related by blood or adoption to the child:

Grandparents, including grandparents with the prefix "great," "great-great," or "great-great-great";

Siblings;
-
Aunts, uncles, nephews, and nieces, including such relatives with the prefix "great," "great-great," "grand," or "great-grand";

First cousins and first cousins once removed.

Stepparents and stepsiblings of the child;
-
Spouses and former spouses of individuals named in divisions (A) and (B) of this section;

A legal guardian of the child;
-
A legal custodian of the child;

Any nonrelative adult that has a familiar and long-standing relationship or bond with the child or the family, which relationship or bond will ensure the child's social ties.
What is the time limit for this program?

This program is limited to no more than 12 months of assistance.

Applicants must re-apply for the program after the 12 months of assistance has been completed to continue receiving assistance.

Please pay special attention to any correspondence you may receive from our agency notifying you of timeframes and next steps.
What can this program assist with?

Child Care Expenses for no more than 4 months,
-
Respite Care,
-
Reimbursement for the purchase of items needed to care for the child(ren) such as but not limited too; cribs, beds, clothing, hygiene items, bedding.
Am I able to select an In-home Child Care Provider?

Yes, you may opt to choose an in-home child care provider, if the provider is licensed through the state of Ohio Child Care Program we can set them up as a vendor and provide direct payments to the in-home provider, upon receiving an invoice.

If the in-home provider is not a licensed child care provider, payment will be done through reimbursement to the Kinship Caregiver. The agency will set up the Kinship Caregiver as a vendor and will process reimbursement payments upon receipt of proof of payment by the Kinship Provider.
Can Kinship Caregivers who reside outside of Warren County receive assistance?

No, this program is only available to Kinship Caregivers who reside in Warren County.
If my circumstances change and I am no longer employed or in school do I need to notify the County Office?

Yes, if you are no longer employed or in school you are then no longer eligible for the Kinship Caregiver Tier II Child Care Program and any payments made when you are no longer eligible will be considered an overpayment and the agency will implement a re-payment agreement.
