In 1991, he entered law school at the University of Detroit-Mercy School of Law in Detroit, Michigan. After his first year, he transferred and ultimately graduated from Salmon P. Chase College of Law, with a Juris-Doctorate degree and was admitted to the practice of law before the Ohio Supreme Court in November, 1995.
Prior to taking the bench, Judge Kirby was a partner in a law firm in Springboro, Ohio whose practice consisted primarily of criminal defense, personal injury and family law.
In 1996, he was appointed a part-time magistrate in the Warren County Juvenile Court, presiding over cases involving delinquent and unruly children, and child support matters.
In 2005, Governor Bob Taft appointed him as the Area II Judge of Warren County Court, presiding over cases involving misdemeanor criminal, traffic and civil disputes for the southern part of Warren County. In 2006 and 2012, he ran unopposed in the general election to retain his seat.
In April of 2013, Governor John Kasich appointed him as the Judge of Warren County Probate - Juvenile Court. In 2014 he ran unopposed in both the primary and general election to retain his seat.

Laura is a lifelong Warren County resident who has worked for Warren County since 1999. Her tenure with the County has been shared with Juvenile Court and Children Services. She sits on various committees in the County and is a member of the Ohio Court Administrators Association. Laura is a Certified Court Manager and will complete the Certified Court Executive Program from the National Center for State Courts that is facilitated by the Ohio Supreme Court in the coming year. In addition, Laura is our RECLAIM Grant Administrator and the Court’s JDAI Coordinator.
Laura holds a Bachelor’s degree in Sociology/Criminology from Ohio University and a Master’s degree in Applied Behavioral Science from Wright State University.
Carolyn Duvelius has served as a Magistrate for the Juvenile/Probate Division of the Warren County Court of Common Pleas, since 2003. Prior to joining the court, Magistrate Duvelius served as an assistant prosecuting attorney for Warren County for fifteen years. She is a graduate of the University of Dayton, and a graduate of the University of Dayton School of Law. She is a member of the Ohio Association of Magistrates and the Warren County Bar Association.
Megan Davenport began her career at the Court as a staff attorney and part-time magistrate. She is now a full time Magistrate for the Warren County Probate and Juvenile Division of the Warren County Common Pleas Court. Megan attended DePauw University, in Greencastle Indiana, where she was captain of the Women’s Swimming and Diving Team.
Megan graduated from DePauw University in 2006 as a merit scholar and went on to attend the University of Dayton School of Law that same year. Megan graduated from the University of Dayton in 2009 and was awarded the pro bono commitment to community award and the CALI award for the top grade earned in her Individual Income Taxation class. Megan joined the Warren County Prosecutor’s Office, Child Support Division, in 2011 after practicing juvenile and family law for small law firm in Mason, Ohio. Megan prosecuted the CSEA’s felony non-support cases along with handling the Warren County Juvenile Court final sentencing docket. In 2016, Megan moved to the Juvenile Division of the Prosecutor’s Office and prosecuted juvenile delinquency cases as well as abuse, dependency and neglect cases as legal counsel for Warren County Children’s Services. Megan is a member of the Warren County BAR and the Ohio State BAR Association’s.
Jenna L. Seitz became a magistrate at the Court in 2014 presiding over child support and child custody matters. Jenna began her legal career at the Court in 2009 while serving as a law clerk to Judge Michael Powell. She has previously been a court services officer, staff attorney, and mediator for the Court. She earned her J.D. in 2010 from the University of Cincinnati and her B.A. in 2007 from the University of Dayton. She was admitted to the Ohio Bar in November of 2010.
Jeff Stueve is a graduate of Bishop Fenwick High School, Marietta College, and then the University of Dayton School of Law in 2000. Jeff served as an assistant prosecutor for Warren County for two years prior to entering private practice in 2003. Prior to becoming a Magistrate, Jeff was a partner in the Lebanon law firm Fowler & Stueve, and acted "of counsel" for the Lebanon law firm George & Underwood. Jeff also formally served as Magistrate in Mayor’s Court for the Village of Maineville, and was formerly a Magistrate and Prosecutor for South Lebanon and Solicitor for the Village of Harveysburg.
Jeff is a member and current President of the Lebanon Rotary Club. As a member of the Rotary Jeff has been active in organizing the Rotary Summer Concert Series. Jeff was a swim coach for the Countryside YMCA Torpedoes swim team from 2003-2017 and was named Countryside YMCA Volunteer of the Year in 2013. Jeff was the head swim coach for Mount Notre Dame High School from 2011-2013. Jeff is presently an assistant coach with the Cincinnati Marlins national team.
Jeff is a member of the Warren County BAR and the Ohio State BAR Association’s.
Jeff and his wife Jenn live in Warren County with their four children.
John joined the Warren County Probate/Juvenile Court as Staff Attorney in November of 2022. A graduate of Archbishop Moeller High School and Xavier University, John graduated from the Salmon P. Chase College of Law with a Juris Doctorate and Masters in Business Administration in 2004. For fifteen years, John was a general practice attorney in Lebanon, Ohio and served as a criminal defense attorney, including providing representation for indigent defendants in death penalty cases. John has also served as guardian ad litem in abuse, neglect and dependency cases, as well as private custody cases, over the same period of time. In December of 2020, John joined the Clinton County Prosecutor’s Office in Wilmington, Ohio, as Chief Deputy Prosecutor, where he worked closely with local, state and federal law enforcement, as well as local administrative agencies, in furtherance of the mission of the office.
Mike Goodlett has spent his entire thirty plus year career at Mary Haven. He began his career in 1989 as a part time Youth Care Worker on third shift, while attending the University of Cincinnati. Mike moved to a fulltime Youth Care Worker on second shift after graduating college. He continued in this role while adding after-care responsibilities for six years. Mike was promoted to First Shift Supervisor in 1996. Mike furthered his career within Mary Haven by accepting the newly created Program Supervisor position in 1997. Mike served in that role for twenty-three years until being promoted to Superintendent in June of 2020.
Mike has dedicated his career to Mary Haven Youth Center and the residents that are court appointed to the program.
Mike graduated with a Bachelor of Science Degree in Criminal Justice from University of Cincinnati in 1990.
Melissa Perduk, named CASA Director in 2019, is responsible for the 50+ volunteers who give voice to and seek safe, supportive and permanent homes for abused and neglected children within the Child Welfare System. Melissa started with Juvenile Court in 2009 as a Probation Officer. In 2018 she became the Truancy Program Coordinator.
Melissa worked in the private sector for 8 years as a Project Manager prior to her work in Juvenile Court. She has a Bachelor of Science degree in Mathematics & Statistics from Miami University (1989).
Elizabeth Mason has been involved in public service for over 20 years. She began her career with Juvenile Court as a Deputy clerk in 2014 and in 2017 she was named Chief Deputy Clerk of the Warren County Common Pleas Juvenile Court Division. She is responsible for managing the Juvenile Court Clerks office, overseeing day to day records management, and is the liaison between courts, prosecutors, investigators and local police agencies.
Elizabeth stays active in the community serving as a 4H advisor and adult volunteer. In her free time she enjoys spending time with her family, horses, dogs and traveling.
Sue Roberts, a lifelong resident of Warren County, worked as a legal assistant in a private law practice for 11 years before being appointed by the Probate Division of the Warren County Common Pleas Court in 2004 to serve the residents of Warren County as a Deputy Clerk. She was promoted to Chief Deputy Clerk in 2008 and is responsible for all duties, overall operation, and supervision of the clerk’s office which she finds challenging as well as very rewarding.
Sue and her husband, John, reside in Lebanon where they raised their two daughters.
Kevin Kincer is the Chief Fiscal Officer / IT Coordinator for the Warren County Probate-Juvenile Court. He retired from the Mary Haven Youth Center in November, 2017 after thirty years of service. He returned to the Warren County Probate and Juvenile Court in February, 2018 as the Information Technology/Data Analyst. Kevin had been named Superintendent of The Mary Haven Youth Center, a division of Warren County Probate-Juvenile Court, in 1999. He was responsible for the administrative operations of the juvenile rehabilitation facility, which houses adjudicated delinquents between the ages of 13 –17. Additionally, Kevin oversaw the Court Clinic for the Warren County Probate-Juvenile Court, which is responsible for providing assessments and clinical services to clients of the court. Since joining Mary Haven Youth Center in 1987, Kevin had held several positions within the facility and the Court including, Computer Instructor/Counselor, Treatment Supervisor and Deputy Director of Corrections. Kevin is a Certified Court Manager through the National Center for State Courts and has been working with the Continuity of Operations Planning (COOP) faculty for the Supreme Court of Ohio since 2008 assisting in COOP training across the state. Kevin holds a Master’s of Science in Education from the University of Dayton (1995) and a Bachelor’s of Arts in Psychology and English from Wilmington College (1987).
